Boyolali Regency again carried out the Anti-Corruption Behavior Survey (SPAK)
2022. This activity started on April 7 – May 4, 2022 in 4 selected Census
Blocks with a total sample of 40 households.
The
issue of corruption is now not a new thing in the life of the Indonesian
people. In Law of the Republic of Indonesia Number 20 of 2001 concerning
Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of
Corruption, it is stated that corruption is not only detrimental to state
finances, but also is a violation of social and economic rights. Therefore,
corruption is classified as a crime whose eradication must be carried out in an
extraordinary manner.
Corruption
in Indonesia has become increasingly widespread, not only occurring among
government administrators, public officials and representatives of the people,
but has spread to the lower classes of society. In fact, corruption within the
government has grown vertically and horizontally to the regions. One of the
root causes of the development of corrupt practices is thought to stem from the
low integrity of the perpetrators and the permissive culture of corruption.
This cultural problem causes the eradication of corruption is always never
complete.
In order to accelerate anti-corruption synergies, the government has issued Presidential Regulation Number 54 of 2018 concerning the National Strategy for Corruption Prevention (Perpres Stranas PK 2018). The Presidential Regulation on Stranas PK 2018 is a national policy direction that contains the focus and targets for preventing corruption which is used as a reference for ministries, institutions, local governments, and other stakeholders in implementing corruption prevention in Indonesia. In addition, in Presidential Regulation Number 59 of 2017 concerning the implementation of the achievement of the Sustainable Development Goals, corruption is one of the global goals, where the global target is to substantially reduce corruption and bribery in all its forms. Even in the 2020-2024 RPJMN, it is stated that the national target to be realized is to increase the Anti-Corruption Behavior Index (IPAK) to 4.14 in 2024 (Attachment to the 2020-2024 RPJMN Technocratic Draft).
In this regard, the Central Statistics Agency (BPS) measures the Anti-Corruption Behavior Index through the Anti-Corruption Behavior Survey (SPAK). SPAK measures public opinion and experience on corrupt behavior, as well as socialization about anti-corruption.
DESTINATION
The Anti-Corruption Behavior Survey aims to measure an individual's assessment, knowledge, behavior, and experience regarding individual anti-corruption behavior in Indonesia. This survey also measures the extent to which a culture of zero tolerance for corrupt behavior is internalized in every individual, especially in relation to education and anti-corruption culture.
SCOPE
SPAK 2022 activities are carried out throughout Indonesia, spread across 171 regencies/cities and in 34 provinces. The total sample is 10,040 households.
For Boyolali District, the selected samples were in Lencoh Village, Selo District, Karangnongko Village, Mojosongo District, Tempursari Village, Sambi District, and Kedunglengkong Village, Simo District.
