National Labor Force Survey Officer Training (Sakernas) February 2021

National Labor Force Survey Officer Training (Sakernas) February 2021

January 22, 2021 | BPS Activities

BPS Boyolali Regency conducted training for Sakernas officers in February 2021 with E-learning learning and delivered through zoom meetings. This training is held for 2 (two) effective days, namely on January 22 and 25, 2021.

Prior to the E-learning training, feedback (pre-training of officers in e-learning) is conducted. The number of officers consists of 7 PCL (Statistical Partners) and 3 PML (Organic), 1 Regional Instructor, and 1 admin.

This training event was opened by the Head of BPS Boyolali Regency, Mr. Sugita with regional instructor Sri Pujiyati (Social Statistics Staff). Health protocol is still applied in this training.

The National Labor Force Survey (Sakernas) is one of the important sources of employment data in Indonesia. Data from Sakernas results are widely used by various groups, both at home and abroad. Therefore, the sustainability, availability, and quality of Sakernas data must be maintained and improved.

In August 2020, the questionnaire was refined, namely adjusting the “new normal” conditions during the Covid-19 pandemic in Indonesia. The main changes to the questionnaire included the use of the concept of employment according to the ICLS 13 concept, the addition of questions related to the impact of Covid-19 on employment based on ILO recommendations, simplifying the questionnaire and grouping questions according to each topic.

In the Sakernas February 2021, the questionnaire used in general still refers to the August 2020 Sakernas questionnaire, however, improvements were made and added several questions. These changes include:

1. Adding enumeration status to the front page.

2. Adding questions regarding the current working hours and usually working hours before Covid-19.

3. Adding questions for work experience, namely job status, job field and type of work.

4. Use of the 2020 Indonesian Standard Industrial Classification (KBLI).

5. Changes in the order of the pre-work card program questions placed at the end of the questionnaire.

PURPOSE

In general, the purpose of collecting data on the National Labor Day for February 2021 is to provide basic data on sustainable manpower. In particular, Sakernas aims to obtain estimates of data on the number of working population, the number of unemployed, other employment indicators, as well as representative developments at the national and provincial levels. In addition, the February 2021 Sakernas also has a special purpose to gather information related to the impact of Covid-19 on employment in Indonesia.

SCOPE

Sakernas is held twice a year, namely in February and August. The February and August 2021 Sakernas were held in all provinces in the territory of the Republic of Indonesia. The sample size for Sakernas February 2021 is 7,500 census blocks (BS) or 75,000 households. The February 2021 Sakernas was collected to obtain a representative estimate of employment data down to the provincial level.

In August 2021, the Sakernas sample size was 30,000 BS or around 300,000 households (consisting of 7,500 BS Sakernas Semester 2 samples and 22,500 BS annual Sakernas samples). The August 2021 Sakernas were collected to obtain a representative estimate of employment data down to the district / city level. The Sakernas sample does not include diplomatic corps households, households living in special BSs, and special households that are in ordinary BSs.
