The role of the Regional Government in the implementation of regional development must continue to be improved as well as the role of the Village Government, in line with national development. This is intended to realize a more real and responsible regional autonomy. Regional development must be carried out in an integrated and harmonious manner by the Central Government and Regional Government to the Village and jointly realize the harmony and balance of national development, creating a just and prosperous society.
One of the efforts to achieve this goal is through various improvement and improvement efforts in the area of regional finance, through the implementation of the Provincial and Regency/City Regional Revenue and Expenditure Budgets (APBD) and the Village Revenue and Expenditure Budgets (APBDesa) which are managed more effectively and efficiently.
Regional Revenue and Expenditure Budget (APBD), is a work program to be implemented by the Regional Government, both Provincial and Regency/City in the relevant fiscal year, and has been determined by the Regional Head with the approval of the DPRD, namely from the Regional Revenue and Expenditure Budget Plan ( RAPBD) becomes the Regional Revenue and Expenditure Budget (APBD) as outlined in a Regional Regulation. Meanwhile, the Village Revenue and Expenditure Budget (APBDesa) is the Village Revenue and Expenditure Budget which is discussed and jointly approved by the village government and the Village Consultative Body, and is determined by village regulations.
Therefore, the figures listed in the APBD and APBDesa are not just numbers without meaning, but are programs that will be implemented by the Regional and Village Governments in the relevant fiscal year.
For the purposes of analysis and decision making as well as to fulfill the completeness of information on State Finances for various purposes, the reasons for collecting statistical data on regional finances are becoming increasingly necessary, among others:
